The premise of a look at Capitol Hill around the clock — 9 AM and 9 PM — takes on a different tone on a Pacific Northwest summer night when the sun never really settles. The corner of E Pine and Bellevue Ave, home to Kizuki Ramen, also watches a flow of traffic and activity matching the sunlight as people travel up and down the Hill to and from downtown Seattle. With the city reopening, things will get only busier. And, for a few more weeks, the light will last a little longer, too.
