Do you have any idea what was going on at 4am on 12th between Denny and Howell? There were two WSP vehicles with another car pulled over, and the officer was instructing (over his mind-bogglingly loud P.A. system) the driver & passengers to put their hands in the air, and then one by one had them get out of the car with their hands raised, raise their shirts to show they had no weapons, and walk backwards towards the officers to be taken into custody. A Seattle PD car showed up about half-way through. I believe they all got arrested and then the car was searched. It was weird that it was the State Patrol up in the middle of the Hill.

Just speculating, but a lot of times officers do that when the plates come back stolen. If it came back stolen in another jurisdiction that could have been why the State police were involved.
