traffic data
I know the city's GIS department has traffic count data for all of the arterials. I've seen it used at UW many times and you guys might be able to get permission if you ask.

crazed driver
I just saw (and heard and smelled) this van flying down my block about half an hour ago! He practically smashed straight through the mini traffic circle at 18th and Republican. The police were a couple blocks behind, not pursuing too recklessly. Glad they caught up with him!

Steetcar Doc
SCCC folks have put together some nice work here! I hope we can get a constructive response from SDOT. If they really want a turn around loop then an argument could be made for using the Broadway/Aloha turnaround used by the 9 bus. I think the only justification for a loop not mentioned in your proposal is compatibility with the trolley bus wires, so we will see if that comes up later.

As for the costs, one of the main issues is the need to maintain the overhead wires (you might have seen the raised platform trucks around on weekends). On the other hand, electric motors should require less maintenance than diesel engines, not to mention the fuel issue.

I have read arguments that Metro's cost audit is biased by the fact that a large percentage of the trolley buses running are the old Breda articulated coaches ( http://www.orphanroad.com/node/1851). These used to run on the Downtown Tunnel routes before their engines died a few years ago. These buses are lemons that require frequent maintenance but were even more problematic when they used to switch to diesel power outside the tunnel.

Bike and streetcar
I'm mostly very happy with the efforts to plan for compatibility with bikes in the Broadway and 12th plans. All the plans share some sections on 11th near Cal Anderson and on 12th near Jackson where it looks like cyclists could get squeezed too close to the rail. But it's nice to see how many bike lanes have been incorporated into the street cross sections diagrams.

The Boren option however creates quite a few more conflicts for cyclists especially on Seneca and Minor, which are now some of the better streets for riding through First Hill. Looking at the street cross sections, cyclists will definitely be squeezed between the rail and parked cars on these streets. Another strike against this option in my opinion.

My feeling is that the lower end places are patronized by people who walk from within the neighborhood or take the bus.

Parking
Very nice piece Josh! I fully agree that a more market-based approach to parking is crucial for Capitol Hill. As you state in your closing, I think that starts with more appropriate pricing of on-street parking (adjusting meter rates, permits and enforcement) to break the habit of circling for parking. People who drive here to shop should expect to use a paid garage just like they would downtown and residential permits should be auctioned to achieve the right number.
I'm less enthusiastic about limiting the total amount of parking in the neighborhood but I agree that we should eliminate parking requirements and let the market sort it out (unlike health care, parking is not a right).

224 Broadway growing
Continuing on the discussion on the previous post, a quick look at the King Co Parcel Viewer suggests the developers have acquired the (cute) CHCC building and the (less cute) small apartment next to it. I'm not seeing any evidence they acquired the Noah's or Pho buildings but I guess we will see once the details are revealed. I like increased density but not mega projects so will continue to keep an eye on this one...

Option A
At this point Option A is looking good to me and might be worth rallying behind to prevent something worse. From what I understand Option A:
-uses the existing Montlake interchange area instead of adding more ramps in the Arboretum
-adds an HOV in each direction and bike path, but no new general purpose lanes
-has the capability for light rail should there be future plans to add it to this corridor (but I-90 light rail will almost definitely come first by a long shot)

Both candidates dodged the question it seems...

Park Selection
I found it very interesting that the Seattle Parks representative acknowledged that none of their selection criteria are hard and fast, and that he mentioned an enhanced street-scape project as a possible alternative. I would be happier with an innovative street-scaping project than another small park (given we have two of those currently in the works).

Park options
If they really intend something 10,000 sqft then there aren't many practical options. The stalled/abandoned "urban row house" development site at Federal and Republican might make the cut and it's in your parkless area.

If we don't need a big park then I think a really cool idea would be to close a part of Harrison or Thomas St on one of the steep blocks between 12th and 14th and put in some grass and benches. A mini park with a view of the sound and space needle would be way cool and it could be small enough to allow for a cul-de-sac on that block.

Not a fan of both side parking
The residential streets are so narrow that streets with parking on both sides are not pleasant for cycling. Facing an oncoming car on one these blocks can be frightening and I don't think this would be a positive change.

As far a night meters goes, I think it is a fine idea but only if the residential streets had additional enforcement too.

I just got back in town and was also stuck by how empty the hill was. I was even able to score a good seat at Presse to watch Tour de France! Sure it was cloudy Sunday but I still can't imagine why anyone would want to be anywhere else on a summer weekend.

The Porter Apartments
My first home on the hill. The Porter has a lot of style including an old fashioned elevator, and is usually pretty affordable for the neighborhood. I appreciated the well-timed radiator heat and large windows. The South facing units on the upper floors have a nice view of downtown but lots of late night noise from the SCCC parking garage. The third floor is the "cat floor" where cats come and go though the old ice delivery doors. The penthouse is an intriguing mystery...

Austin Apartments
The Austin has been home to multiple CHS contributors. It's relatively friendly by Seattle standards and has some really nice units. Its greatest weakness is its greatest strength, being really close to Broadway. My unit was plagued by noise echoing from the Mexican restaurant on top of Broadway Market. The management company kept the building and unit in very good physical condition but the radiator heat in my unit didn't work very well (had to use a space heater). Has storage units and a few parking spots for rent but you can walk just about anywhere.

Euro Steetscapes
Interesting photo. I wonder if wayward pedestrians would be a big problem in a raised bike lane here. My impression of Northern Europe is that pedestrian discipline is taken very seriously. Old German ladies will yell at you for jaywalking or walking in a bike lane. Might have to import some to make this work (apologies for stereotypes)!

I do get out but most of my friends are carnivores (OK technically omnivores). I don't like to be picky about where to go but lately it seems there are more places that are no-go's for vegetarians. It runs counter to my expectations for Capitol Hill - I always thought veggie friendly was sort of par for the course around here.

Sound Transit vs City Streetcars
Wow, what a nice composition on this post!

I think Andrew raises some good points on the merits of trolley buses but streetcars do seem to be better at inducing development (assuming this is something we want). But the real obstacle to Sound Transit locating the streetcar on 12th is that ST is meant to provide regional linkages and 12th Ave, while great, is not as regionally important as the hospitals on the other side of Broadway. The city has their own streetcar funding proposal and the 12th route might fit better with that (Sorry I'm feeling too lazy to dig up the link right now).

Agreed zeebleoop, I won't miss that merging traffic when walking or cycling on Olive (although dump trucks could be worse).

I predict the biggest impact will be on the steep section of Boston St (St Marks area) that is a shortcut for those using the Lakeview exit to cut over to 10th or 15th Ave.

bust era development
Interesting, the above grade parking idea does seem odd! But, I don't see how they could sacrifice a floor for parking and still have the same number of residential units and more retail space at 401 Pike.

Regarding the residential units, it seems the biggest change is how rental units have become more common than condo units in new construction. The difference is not always mentioned in the plans but I'm curious many how developments have switched strategies, including these two.

I'm not usually a property rights type but something about the whole concept of design review rubs me the wrong way. It seems so arbitrary and elitist and will never represent "the community" (whatever that is). I like the idea of modifying the building code to limit the width of projects, which is nice and clear cut. These design modifications never do much for me, although I'm sure these folks will do the best they can

Price steet parking right even at night
Following up on "Love" I agree that the price difference between lots and street parking is a problem. It encourages drivers' circling which wastes gas and creates chaos for pedestrians and cyclists. Some city owned off street parking might be a good idea. Street parking should be more expensive and, more importantly, enforced during nights and weekends.

As for the on street bike parking, I think it will fill up rapidly once the sun comes out.

snow priority routes
Metro should have a minimum network of snow routes that provide the most essential coverage and collaborate with SDOT to keep them running. Everyone would know about these routes ahead of time. They should watch the weather and be prepared and conservative (duh), keeping the articulated coaches off the roads until they know they won't get stuck.

the capitol in CHS
That's interesting, kind of an sub-par site for state capitol so maybe it was just a marketing gimmick. It's funny that the original "Capitol Hill" is this far north and east of what most people think of as the center of Capitol Hill today. I'm embarrassed to admit that I had been in Seattle for a few years before I learned that Capitol Hill extended beyond Broadway and John.

Nice photo-shopping! I'd love to see something like this actually happen someday. One thing I noticed in Southern Europe was that all the moter scooters were more of menace to bikes and pedestrians than the cars. Scooter riders here seem very nice though!

I haven't seen any evidence of delays or re-routes yet but be careful of relying on the bus-tracker sites. They use pre-programed routes not GPS so won't reflect any snow routes.

I like to come up through Interlaken Park. From the University Bridge, bear left on Harvard, left on Roanoke, bear right on Interlaken which will take you through to 19th Ave E. I don't think it's any less steep than 10th Ave E but there's no traffic so may be easier to ride at your own pace.

The only truly gradual approach to Capitol Hill is from the South, for example taking Jackson to 12th Ave.

Our current at large city council thing makes no sense to me. We only need one mayor.

As for the American Apparel issue, from what I gather SF has zoned some commercial streets for no chain stores. Sounds intriguing but apparently results in empty storefronts which we already have plenty of.

Hill transit density
Based on the hugeasscity link you provide, it seems that this law would have no effect on Capitol Hill. Pretty much everywhere within a half mile of the CH station is already zoned multifamily which should be enough to meet the density standards (assuming hugeasscity has done their homework right). I like this bill. There's isn't much sense having single family zoning around rapid transit.

The main problem is it's still too much money for single-occupancy vehicle throughput. Check out the photo details:

The conditions right now match pretty closely to what J has mapped with approaches over about 10th and 18th aves. Seems like this will spread the noise around a bit more with less frequent flights right over my place off 19th. If I still lived on 10th I would have a better idea of the noise impact of the new path

my first apartment on capitol hill overlooked that empty space. I saw some pretty interesting activities there in spite of the iron fence they installed about 5 years ago.

I always thought it would make a good Pea-patch (there are some healthy weeds growing) but a greenhouse sounds good too!

an irrational system
The first time I came to Seattle, I was at E Pine St and Broadway and had no idea I had to walk NORTH to get to Broadway East! If I remember my history, this has something to do with a dispute between Mr. Denny and Mr. Yesler over the laying out the street pattern. Wonder why no one has fixed it?

And sorry but I find pure memorization easier than these nmenomics. They're fun though!

Well said, I especially like "too inward looking (literally and figuratively)". I really think all main entrances need to be oriented toward the street, with the entrances fully visible to pedestrians on the sidewalk. It helps makes a city feel like a city

And I agree that we should be able to formulate consistent rules on these things (maybe neighborhood specific) and avoid ad hoc reviewing of individual projects.

I always thought that a civil war cemetery in Seattle was an anachronism considering there was almost no white settlement out here at the time. But I guess the veterans migrated West to die out here

a cyclist's perspective
I think consistency is the key. It really sucks when there's one car sticking out into the lane forcing bikes to move farther into traffic. On the other hand narrow lanes can be better if they force cars to think twice before squeezing past bikes

That was fun!
I think we got some good results from this community mapping. I too had some reluctance to label anything south of Madison but am happy to embrace Radio Point as part of the Cap Hill/CD border region
